2006 IRP Special Notice

  • All 2006 Renewals must be sent to the IRP Unit in Sacramento Headquarters. Renewals may not be submitted to Field Office.

  • All 2006 Renewals received in the IRP Unit in Sacramento Headquarters by December 1, 2005, will be mailed indicia by December 31, 2005. All fees must be paid and required documents must be submitted.

  • By February 28, 2006, DMV will process all IRP renewal applications submitted by December 31, 2005. If the application is complete, indicia will be issued. If the application is incomplete, a billing notice or request for additional information will be issued.

  • If fees are paid and evidence of insurance is on file, a temporary operating authority will be included in your renewal billing.

  • A fee calculator is now available on the DMV Website (www.dmv.ca.gov) to assist in determining 100 percent California fees due.

  • The IRP Handbook has been revised. Look for renewal instructions in the "yellow" section of the handbook. A separate renewal handbook will not be produced.

  • DMV will provide a self-addressed return envelope with all renewal packages, billing statements, and request for additional information to facilitate their return to the IRP Operations Unit in Sacramento.
New for 2006

Estimated Mileage
(Refer to Chapter 3)
First year estimates for a jurisdiction must be calculated within 100 percent. Second or subsequent year estimates for the same jurisdiction must be above 100 percent, provided the fleet has been in operation more than 90 days.

The Estimated Distance Chart was revised to reflect actual miles traveled by California based carriers (as reported in 2005).
CA Fee Schedule
(Refer to Chapter 7)
The California Registration Fee increased by $2.

The Vehicle License Fee (VLF) equivalent factors (depreciation schedule) were revised to reflect the permanent reduction of the VLF.

The rounding rules for CA registration are changed.
City & County Fees
(Refer to Chapter 7)
City and County fees are included in the 2006 IRP Handbook.
Replacement Credit
(Refer to Chapter 7)
A $2 fee is required when applying for a replacement vehicle weight fee credit. This is in addition to the $2 fee for the replacement cab card.

Revisions for 2006


U.S. DOT Number
(Refer to Chapter 4)
If a U.S. DOT Number has been issued to the registrant, the number should be reported on the application. If the registrant has not been issued a U.S. DOT number, indicate "applied for" or enter the number under which carrier is operating.
Additional Information Requested
(Refer to Chapter 6)

Where appropriate, the application now requires:

  • SSRS #
  • Occupational Licensing expiration date for Registration Services.
Surrender of Plates for Deleted Vehicles
(Refer to Chapter 6)
License plates and cab cards must be surrendered on all vehicles deleted from the fleet. For vehicles deleted on the renewal listing, plates must be surrendered to the department by January 31. Failure to surrender plates or cab cards may result in renewal fees and penalties being assessed on the deleted vehicle(s).
Customer Application Checklist (REG 2129 IRP)

The customer checklist (rev. 8/05) must be completed and submitted with an original or supplement application to field office. The form is in the 2006 IRP Handbook, on the DMV Web, and available through the DMV Warehouse.
