Partial Year Registration for Commercial Vehicles

Partial Year Registration (PYR)

Commercial motor vehicles that are not operated throughout a calendar year may be registered for a partial period of one month or more, but less than 12 months.

How Do I Apply for a PYR on My Vehicle?

When you plan to operate the commercial vehicle only part of the registration year, on or before the annual registration expiration date you must:

  1. Notify the DMV of your intent to operate the motor vehicle on a partial year basis.
  2. On pickups with an unladen weight of 8,000 lbs. or less, or motor vehicles operating under 10,001 lbs., pay full registration, county fees, vehicle license, prorated unladen weight fees, and PYR service fees for the first projected period of use. On motor vehicles with an operating weight of 10,001 or more, pay full registration, county fees, vehicle license, prorated CVRA fees, CTIP fee, PYR service fees for the first projected period of use.
  3. Commercial motor vehicles operating at 10,001 lbs. or more are assessed a Cargo Theft Interdiction Program (CTIP) fee. This fee is not due for pickups, tow trucks, or vehicles used solely to transport persons for hire such as ambulances, buses, electric-powered vehicles, limousines, taxis, or some vans.

To register your motor vehicle for the second and subsequent periods of use:

  1. Let the DMV know how many consecutive months you plan to use the motor vehicle.
  2. Pay the appropriate prorated unladen weight fees or prorated CVRA fees and service fee for that period of use. If operating weight changes for the second and subsequent period of use on vehicles paying CVRA fees, a new Declaration of Gross Vehicle/Combined Gross Vehicle Weight form (REG 4008) must be completed. A fee is also due for a CVRA decal.
  3. Submit a Certificate of Non-Operation (REG 102) certifying that the vehicle was not used since the end of the previous period of use.
How Far in Advance May I Pay Fees?

PYR fees or a non-operational status filing fee will be accepted by the department up to 30 days prior to the vehicle registration expiration date.

What If I Don't Plan to Operate the Vehicle?

If your vehicle is registered PYR in any year, you have until December 31 of the next year (end of the complete annual registration period for PYR vehicles) to pay a "open-ended" planned non-operational (PNO) status filing fee. Once the non-operational status is set on the vehicle record, no further action is required until you decide to operate the vehicle again.

You will be required to submit a Certificate of Non-Operation (REG 102) certifying under penalty of perjury that the vehicle was not operated since the end of the most recent period of use for which fees were paid.

Example

If you have a vehicle registered PYR at any time in a calendar year, no action on your part is required during the rest of the year if you choose not to use the vehicle.

If the motor vehicle is not used during an entire calendar year, you must submit a REG 102 and pay a planned non-operational (PNO) status filing fee on or before December 31, of that year, to avoid penalties. You may still apply for non-operational status within 90 days after December 31, but penalties will be due.

After 90 days, eligibility for non-operational status is forfeited and full year fees and penalties are due.

How Do I Register the Vehicle If There Is a Non-operational Status on the Record?

If your PYR motor vehicle has a current non-operational status on the department's records and you now want to use it, you must:

  • Submit a Certificate of Non-Operation certifying under penalty of perjury that the vehicle was not operated since the end of the most recent period of use for which fees were paid.
  • Pay full registration, vehicle license, prorated unladen weight or CVRA fee, CTIP fee on some commercial motor vehicles, and PYR service fees for the first projected period of use.

NOTE: Registration fees may be paid at any time during the year, prior to operating the vehicle.

What If I Choose to Fully Register My PYR Vehicle (or Forfeit Non-operational Status)?

Paying full registration, vehicle license, and unladen weight or CVRA fees at any point during the year changes your vehicle from PYR to fully registered status. If you pay full fees after the registration expiration date, penalties will be assessed.
