DMV Investigators Uncover Odometer Tampering Operation; Seek More Possible Victims

Sacramento-Acting on an anonymous complaint, investigators from the California Department of Motor Vehicles have put together an odometer-tampering case against a San Diego man, 44-year old Elias Aramouni. He is now facing nine criminal counts related to rolling back the odometers of several used cars he allegedly sold to unsuspecting buyers. DMV investigators are also asking any other San Diego County residents who bought a used vehicle from Aramouni-and who suspect they too might be victims of odometer fraud -- to immediately contact the department and file official complaints.
The original complaint received by DMV against Aramouni triggered an investigation that indicated Aramouni bought cars from private parties and altered the odometers to indicate a much lower mileage. He then sold the cars at a higher profit to victims who later had numerous mechanical problems with the cars, requiring additional repair costs. DMV investigators said some purchasers might not have bought the vehicles if they had known of the high mileage. According to investigators, Aramouni did not have a license to sell vehicles.
By hiding the real mileage of the vehicles he sold, Aramouni was able to charge more for them than what he originally paid. In addition, the mileage discrepancies subsequently created delays in obtaining registration and titles for Aramouni's alleged victims.
The San Diego County District Attorney's Office filed six counts of Grand Theft and three counts of Forgery against Aramouni. Currently, a total of nine victims have come forward, claiming losses as high as $52,000. That amount could go higher if more victims are found.

A Readiness Hearing on Aramouni's
case is scheduled for March 23, 2004 at 8:30 A.M. in
Department 29 of the San Diego County Courthouse. Although
Aramouni surrendered to the authorities he is currently
free.
