Application Requirements for a Traffic Violator School Operator License

Background Investigation

A background investigation is conducted on all applicants.  Failure to disclose any and all convictions requested on the application may result in the refusal or denial of your license.  The department may refuse to issue a license to any applicant who has been convicted of a crime or committed any act or engaged in any conduct involving moral turpitude which is substantially related to the qualifications, functions, or duties of the licensed activity. A conviction based on plea of nolo contendere is a conviction within the meaning of this section. CVC Sections  11106, 11206.5, 11211, 11215, and 11215.7.    Persons previously working under a license issued by DMV, which was revoked or suspended for cause may also be denied a license.  In addition, the California Code of Regulations (CCR) and other sections of the California Vehicle Code provides guidelines used by the department in determining whether a license should be issued. CCR, Title 13, Chapter 1.


Requirements for a Traffic Violator School Operator’s License

The requirements are defined in Vehicle Code Section 626.6, 11202.5, 11206.5 and CCR, Title 13, Section 345.04, 345.05, 345.11, 345.20, 345.21, 345.22, 345.24, 345.54, 345.68, 345.72, 345.78, 345.86 and 345.88  

Every applicant for a traffic violator school operators license must:

  • File an application with the department.  CCR, Title 13, Section 345.04
  • Pay the required traffic violator school operator licensing fees. CVC Section 11208 (b) and CCR Title 13, Section 345.04
  • Be employed by a licensed traffic violator school. CCR, Title 13, Section 345.04 (i)(2)
  • Be 21 years of age or older.  CVC Section 11202.5 (a)(3)
  • Have worked for an established licensed California traffic violator school as a traffic violator school instructor for a period of not less than 500 hours of actual classroom instruction.
    Note:  A letter from employer(s) on school letterhead is required to verify the 500 hours.  CVC Section 11202.5 (a)(5)
  • Pass the required written examination.  CVC Section 11202.5(a)(2) and CCR, Title 13, Section 345.04 (h)(2)(E)(5)
  • Not have committed an act which, if the applicant were licensed as a traffic violator school operator, would be grounds for license discipline. CVC Section 11202.5 (a)(1)

Traffic Violator School Operator Examination

An application for a traffic violator school operator license will be given an exam as follows:

A written test that covers:
  • Traffic laws
  • Safe driving practices
  • Safe operation of motor vehicles
  • Knowledge of teaching methods and techniques
  • Traffic violator school statutes and regulations, office procedures and record keeping
