Bonded Web User (BWU) Program

History

This program authorizes an electronic interface with the California Department of Motor Vehicle’s (DMV’s) IRP System and includes a system that provides participants with several benefits. Participation in the Program, including the issuance of an operational permit, is currently governed by the BWU Program Agreement. The Power of the Program

The Bonded Web User (BWU) Program allows qualified businesses within the industry to process interstate registration services for apportioned vehicles remotely. BWU participants are authorized to process and issue the following inventory: apportioned vehicle license plates, year stickers, Commercial Vehicle Registration Act (CVRA) weight decals, and CVRA year stickers.

  • Customers will benefit from the one-stop registration service by getting their plates, cab cards, and stickers directly from you.
  • Customers will no longer have to wait for their plates, which will eliminate telephone calls to you regarding the status of their license plates.

Who Can Become a BWU Program Participant?

Owners, partners, limited liability company members or private and public corporation shareholders may become BWU Program participants if all required elements are completed. The requirements include the following:

  1. Bonded Web User Security Requirements
  2. Submission of Commercial Requester Account Application, INF 1106 and $50 Requester Code Payment
  3. Participation in a background check consisting of:
    1. Live Scan Fingerprints
  4. Submission of Statement of Personal History, MC 206 I
    1. Submission of Driver License copy
    2. Information Security and Disclosure Statement – Employee, EXEC 200X
  5. Submission of IT Security Guidelines for Use in BWU Program
  6. Submission of Information Security and Disclosure Statement – Firm, EXEC 201X
  7. Submission of and compliance with the Bonded Web User Program Agreement
  8. Submission of Bonded Web User Application, MC 202 I
  9. Submission of Occupational License copy, OL 39
  10. Submission of Electronic Fund Transfer Authorization Agreement
  11. Submission of Certificate of Insurance
    1. Must contain provisions listed in the BWU Program Agreement, Attachment B, Section 9(A) & (B)
  12. Submission of original IRP Bonded Web User Surety Bond, MC 208 I in the amount of $50,000.
  13. Submission of Self-Certification Inspection of the Bonded Web User
  14. Submission of Bonded Web User Program Information Security Pre-Implementation Checklist, MC 204 I
  15. Completion of necessary training, including IRP system training
  16. Completion of 250 transactions per year in the IRP system

Fees Associated with BWU Participation

The following fees are associated with the BWU application process:

  • $50 Commercial Requester Account Code Application fee which is forwarded to the Accounts Processing Unit
  • Live Scan fees (Vary by organization providing service) – Base cost for DOJ is $42.
  • Surety Bond in the amount of $50,000 issued by a California Admitted Surety Insurer (Bonded Company)
  • Fees associated with the annual audit performed by a Certified Public Accountant (CPA)

  • What training is required to become a BWU?
    • In order to become a Bonded Web User (BWU), an individual must complete IRP system training. This training session takes place over the course of two days. It is only offered at DMV Headquarters in Sacramento.
    • Will training sessions provided by DMV include training in IRP?
      • IRP training is not included in the Bonded Web User Program training sessions. It is expected that the Bonded Web User Program applicant is well-versed in the IRP policies and procedures.
