How To: Request Rush Title Processing (HTVR 23)
You will need the:
- Certificate of Title or an Application for Duplicate or Paperless Title (REG 227) form.
- Rush title processing fee.
You may also need:
- A Statement of Facts (REG 256) form.
- A prepaid express mail return envelope.
- A Vehicle/Vessel Transfer and Reassignment (REG 262) form- combined bill of sale, odometer disclosure, and power of attorney.
- An Application for Title or Registration (REG 343) form.
- Additional documentation.
- A smog certification.
- Additional fees.
What is a Rush Title?
A rush title is expedited processing of a California Certificate of Title for an additional fee.
When can I use the Rush Title Process?
You can use the rush title process for initial registration of a vehicle, transfer of ownership, or to obtain a duplicate California Certificate of Title.
When Does the Processing Time Begin for the Rush Title Request?
The rush title processing time begins when the application is received at Department of Motor Vehicles (DMV) headquarters. The application must include all documents properly completed, appropriate fees, and be without conditions that prevent the issuance of a title. Normal processing time for applications sent to DMV is from 8-10 business days (excluding Saturdays, Sundays, and holidays), depending upon the type of application.
Where is the Service Available?
The rush title processing service is available only by mail through DMV headquarters in Sacramento. A rush title cannot be processed or accepted by a DMV field office or hand-delivered to the headquarters office.
What Fees are Due?
A rush title processing fee is charged for each application.
Depending on the type of application, the following fees may be due:
I Only Have Cash; Can I go Into a Local DMV Field Office to Pay?
No. The rush title process is only available by mail through DMV headquarters.
Acceptable methods of payment are:
- Money order.
- Cashier's check.
Can I Expedite my Request?
Yes. You may send the properly completed application by express mail delivery.
Attach a note to the top of your application indicating "Rush Title Processing."

Can I Send the Application to DMV by Regular Mail?
Yes. DMV accepts rush title applications by regular mail. Send regular mail to the address listed in the previous section and attach a note to the top of your application indicating "Rush Title Processing."
