Private Carrier of Passengers Certificate Program Information

Pursuant to Senate Bill 19 (Hill, Chapter 421, Statutes of 2017) oversight of the Private Carrier of Passengers (PCP) program transferred to the Department of Motor Vehicles (DMV) effective July 1, 2018. DMV and the California Highway Patrol (CHP) administer the PCP program jointly.  DMV is responsible for issuing certificates for intrastate authority and verifying proof of liability insurance, while CHP regulates compliance and the safe operation of vehicles.

The purpose of the PCP program is to ensure that private carriers transporting passengers in California are operating in a safe manner and maintain adequate insurance coverage.

Exempted Transportation Activity–You are not required to obtain a PCP certificate with DMV or file a notice of exemption for the following activity(ies):

  • Rental businesses using vehicles owned or leased, without charge pursuant to California Vehicle Code (CVC) Section 34681(b)(1).
  • Operator of a hotel, motel, or other temporary lodging facility providing transportation services without charge pursuant to CVC Section 34681(b)(2).
  • Places of entertainment or commercial attraction including but not limited to facilities providing snow skiing pursuant to CVC Section 34681(b)(2).
  • State of California government agencies and political subdivisions pursuant to CVC Section 34686.

DMV’s Motor Carrier Permit/PCP Operations unit is responsible for processing all program documents and handling your inquiries.  The unit is available to answer telephone calls at (916) 657-8153.  Business hours are Monday, Tuesday, Thursday, and Friday from 8:00 a.m. to 5:00 p.m., and Wednesday from 9:00 a.m. to 5:00 p.m. excluding state and federally observed holidays.
