{"id":13735,"date":"2020-04-15T15:24:33","date_gmt":"2020-04-15T22:24:33","guid":{"rendered":"https:\/\/www.dmv.ca.gov\/portal\/handbook\/vehicle-industry-registration-procedures-manual-2\/report-of-sale-used-vehicles\/used-vehicle-sold-for-export-to-another-country\/"},"modified":"2024-03-13T10:33:14","modified_gmt":"2024-03-13T17:33:14","slug":"used-vehicle-sold-for-export-to-another-country","status":"publish","type":"dmv_handbook","link":"https:\/\/www.dmv.ca.gov\/portal\/es\/handbook\/vehicle-industry-registration-procedures-manual-2\/report-of-sale-used-vehicles\/used-vehicle-sold-for-export-to-another-country\/","title":{"rendered":"8.040 Used Vehicle Sold for Export to Another Country"},"content":{"rendered":"<p>DMV requires owners to sign and present a <a href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/certification-of-exportation-reg-32\/\" target=\"_blank\" rel=\"noreferrer noopener\">Certification of Exportation (REG 32)<\/a> form <strong>in person<\/strong> at a DMV office when the owner is exporting a vehicle to another country by ship or air.<\/p>\n\n\n\n<p>All registered owners whose names on the title are joined by \u201cand\u201d or \u201ca slash (\/)\u201d must:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Appear in person.<\/strong><\/li>\n\n\n\n<li>Have acceptable photo identification.<\/li>\n\n\n\n<li>Sign the REG 32. <\/li>\n<\/ul>\n\n\n\n<p>The REG 32 may be signed by power-of-attorney.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The attorney-in-fact must appear <strong>in person<\/strong> at a DMV office and submit either a power-of-attorney worded <strong>specifically<\/strong> for the purpose of completing the REG 32 or a general power-of-attorney.<\/li>\n\n\n\n<li>El DMV <a href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/power-of-attorney-reg-260-pdf\/\" target=\"_blank\" rel=\"noreferrer noopener\">Power of Attorney (REG 260) (PDF)<\/a> form and Vehicle\/Vessel Transfer and Reassignment Form (REG 262), are <strong>not<\/strong> acceptable.<\/li>\n\n\n\n<li>The owner <strong>must<\/strong> have a clear Certificate of Title issued in their name for the vehicle being exported.<\/li>\n\n\n\n<li>If a lienholder is shown, a release of the lien on the title or a <a href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/lien-satisfied-title-holder-release-reg-166-pdf\/\" target=\"_blank\" rel=\"noreferrer noopener\">Lien Satisfied\/Legal Owner\/Title Holder Release (REG 166) (PDF)<\/a> form is required.<\/li>\n\n\n\n<li>A title endorsed to the new owner, a Salvage Certificate, an <a href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/application-for-duplicate-or-transfer-of-title-reg-227-pdf\/\" target=\"_blank\" rel=\"noreferrer noopener\">Replacement for Duplicate or Transfer of Title (REG 227) (PDF)<\/a>, and an Acquisition Bill of sale are <strong>not<\/strong> acceptable as a clear title.<\/li>\n<\/ul>\n\n\n\n<p><strong>Dealer requirements to buyer purchasing used vehicle for export <\/strong><\/p>\n\n\n\n<p>When a buyer indicates they are purchasing a used vehicle to export to another country, a dealer must:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Complete the REG 51 as usual. Mark all copies of the REG 51 \u201cfor export to another country\u201d.<\/li>\n\n\n\n<li>Remove the license plates from the vehicle and submit them to DMV with the transfer application. If the vehicle is:\n<ul class=\"wp-block-list\">\n<li> <strong>Currently registered<\/strong>, DMV may issue a Temporary Operating Permit (REG 19) for a limited amount of time to enable the buyer to move the vehicle to the dock.<\/li>\n\n\n\n<li> <strong>Not currently registered<\/strong>, the buyer must obtain a one-trip permit. <\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Attach the operating copy of the REG 51 to the 5-day notice sent to DMV headquarters.\n<ul class=\"wp-block-list\">\n<li> <strong>Do not affix the operating copy to the vehicle<\/strong>.<\/li>\n\n\n\n<li>The buyer must arrange for transport or move the vehicle on a <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/handbook\/vehicle-industry-registration-procedures-manual-2\/permits-and-decals\/one-trip-permit-reg-402t\/\" target=\"_blank\">One Trip Permit (REG 402 T)<\/a> or Temporary Operating Permit (REG 19) unless the sale is completed <strong>after<\/strong> delivery of the vehicle in which case the vehicle can be delivered using dealer plates. <\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Have the buyer complete a <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/statement-of-facts-reg-256-pdf\/\" target=\"_blank\">Statement of Facts (REG 256) (PDF)<\/a> form explaining how the vehicle will be moved.<\/li>\n\n\n\n<li>If the vehicle is not currently registered, the buyer:\n<ul class=\"wp-block-list\">\n<li>May complete Section C of the <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/statement-of-facts-reg-256-pdf\/\" target=\"_blank\">REG 256 (PDF)<\/a> to apply for a \u201ctransfer only\u201d, and<\/li>\n\n\n\n<li>Must complete a <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/planned-non-operation-certification-reg-102-pdf\/\" target=\"_blank\">Certificate of Non-Operation\/Planned Non-Operation Certification (REG 102) (PDF)<\/a> form. <\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Submit the <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/statement-of-facts-reg-256-pdf\/\" target=\"_blank\">REG 256 (PDF)<\/a>, the <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/planned-non-operation-certification-reg-102-pdf\/\" target=\"_blank\">REG 102 (PDF)<\/a>, and the application copy of the REG 51 with the transfer application to DMV.<\/li>\n\n\n\n<li>Advise the buyer that when the title is issued, they <strong>must<\/strong> present the title and a completed REG 32 in person at DMV before transporting the vehicle to another country by ship or air.<\/li>\n\n\n\n<li>Retain the book copy of the REG 51 and a copy of the <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/statement-of-facts-reg-256-pdf\/\" target=\"_blank\">REG 256 (PDF)<\/a> at the dealer\u2019s primary place of business location.<\/li>\n\n\n\n<li>Transfer fees.<\/li>\n<\/ul>\n\n\n\n<p><span role=\"region\" class=\"format-label--note\"><span class=\"format-label__text\">Note<\/span> Vehicles exported on military transports are exempt from this process.
