The NRM member is the \u201csponsor\u201d named on the dependent\u2019s ID.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Members of the Uniformed Services&nbsp;<strong>must<\/strong>&nbsp;present valid (<strong>not<\/strong>&nbsp;expired) military ID showing active duty status. The NRM&nbsp;<strong>must<\/strong>&nbsp;be the registered owner or lessee of the vehicle.<\/li>\n\n\n\n<li>Dependents of Uniformed Services members&nbsp;<strong>must<\/strong>&nbsp;present valid (<strong>not<\/strong>&nbsp;expired) military ID showing active duty status for the sponsor. The sponsor&nbsp;<strong>must<\/strong>&nbsp;be the registered owner or lessee of the vehicle.<\/li>\n<\/ul>\n\n\n\n<p><strong>NATO Members<\/strong>\u2014A member of a force or civilian component of the North Atlantic Treaty Organization (NATO) who is not a citizen of the United States is also entitled to the VLF exemption privilege. To receive the exemption, a <a href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/north-atlantic-treaty-organization-nato-status-of-forces-agreement-reg-5046-pdf\/\">North Atlantic Treaty Organization (NATO Status of Forces Agreement) (REG 5046) (PDF)<\/a> form completed by the applicant must be submitted with the application and the applicant\u2019s identity must be verified if the application is presented in person.<\/p>\n\n\n\n<p><strong>NATO\u2019s 32 Country Members:<\/strong><\/p>\n\n\n\n<p>Albania<br>Belgium<br>Bulgaria<br>Canada<br>Croatia<br>Czechia<br>Denmark<br>Estonia<br>Finland<br>France<br>Germany<br>Greece<br>Hungary<br>Iceland<br>Italy<br>Latvia<br>Lithuania<br>Luxembourg<br>Montenegro<br>Netherlands<br>North Macedonia<br>Norway<br>Poland<br>Portugal<br>Romania<br>Slovakia<br>Slovenia<br>Spain<br>Sweden<br>Turkiye (Turkey)<br>United Kingdom<br>United States<\/p>\n\n\n\n<p><strong>NATO Members ID Verification<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A member of a force of a NATO country must present both of the following:\n<ul class=\"wp-block-list\">\n<li>A personal ID card issued by the member\u2019s home NATO country showing their name, date of birth, service organization, and a photograph.<\/li>\n\n\n\n<li>Movement orders in the language of the member\u2019s home NATO country and English certifying they were ordered to be in California.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><span role=\"region\" class=\"format-label--note\"><span class=\"format-label__text\">Note<\/span> Movement orders (assignment documents) can be from any one of the 31 NATO countries listed in this section, so the documents do\u00a0<strong>not<\/strong>\u00a0have a common format. Review each document to ensure it identifies the applicant, the member country, and the applicant\u2019s assignment to duty in California.<\/span><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A civilian member of a country that is a member of NATO must show a valid passport from their home country that describes their status.<\/li>\n<\/ul>\n\n\n\n<p><strong>The following must be submitted:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A <a href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/nonresident-military-nrm-exemption-statement-reg-5045-pdf\/\">Nonresident Military Exemption Statement (REG 5045) (PDF)<\/a> form completed by the NRM service member or spouse.<\/li>\n\n\n\n<li>If the application is presented in person, a military ID for the NRM or spouse.<\/li>\n\n\n\n<li>If the application is submitted by a dealer or registration service, a copy of the military ID of the NRM or spouse.<\/li>\n\n\n\n<li>If the application is submitted by mail, verification of ID is not required.<\/li>\n<\/ul>\n\n\n\n<p><span role=\"region\" class=\"format-label--note\"><span class=\"format-label__text\">Note<\/span> NRM service member stationed in California may apply for the NRM exemption and also file a California homeowner\u2019s exemption for an owner-occupied residence.
