OHV indicia is not required for a vehicle registered on-highway and operated off-highway.<\/p>\n\n\n\n<p><span role=\"region\" class=\"format-label--important\"><span class=\"format-label__text\">Important<\/span> Noncomplying OHVs do<strong> not<\/strong> qualify for dual registration. Refer to the Registration of Noncomplying OHV section in this chapter. <\/span><\/p>\n\n\n\n<p>Dual registration applicants should be informed that both on-highway and OHV registration fees <strong>must <\/strong>be paid as long as dual registration continues. Vehicles with dual registration have both OHV and regular registration expiration dates. <\/p>\n\n\n\n<p>The California Certificate of Title is always issued from the on-highway application and \u201cNo OHV Title Issued\u201d is printed on the OHV registration. A vehicle currently issued nontransferable (nontitle\/goldenrod) registration is issued OHV identification and nontransferable on-highway registration.<\/p>\n\n\n\n<p>The OHV registration becomes void, even if it has not expired, when an OHV is converted to on-highway. Do<strong> not<\/strong> insist that the applicant request dual registration just because the OHV registration has not expired. Refer to the Conversion from OHV to On-highway section in this chapter for procedures.<\/p>\n\n\n\n<p>See the <a href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/handbook\/vehicle-industry-registration-procedures-manual-2\/salvage-nonrepairable-junk-vehicles\/19-090-vehicle-safety-system-inspection-program\/\">19.090 Vehicle Safety System Inspection Program<\/a><\/p>\n\n\n\n<p><strong>Emission Standards<\/strong>\u2014The California Air Resources Board (CARB) established emission regulations for on-highway motorcycles beginning with 1978 year models, which require an on-highway motorcycle to have an emission label affixed to the vehicle indicating certification by the manufacturer for on-highway use. <\/p>\n\n\n\n<p><strong>OHV Motorcycle Verification<\/strong>\u2014All new and used off-highway motorcycles converting to on-highway or dual registration on or after January 1, 2004, <strong>must <\/strong>be verified <strong>only <\/strong>by an authorized DMV employee to determine if the motorcycle complies with the CARB regulations. See the Conversion from OHV to On-highway Registration section in this chapter to determine a motorcycle\u2019s eligibility for on-highway registration.<\/p>\n\n\n\n<p><strong>Original California Dual Registration<\/strong>\u2014Two transactions must be processed as indicated below when on-highway and off-highway registration is requested for a vehicle <strong>not <\/strong>previously registered in California (on-highway registration first, OHV registration second).<\/p>\n\n\n\n<p><strong>On-Highway Original Registration\u2014The applicant must submit:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>All original or nonresident vehicle registration requirements.<\/li>\n\n\n\n<li>A <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/revised-verification-of-vehicle-reg-31-form-vin-2018-11-pdf\/\" target=\"_blank\">Verification of Vehicle (REG 31) (PDF)<\/a> form completed <strong>only <\/strong>by an authorized DMV employee for a new or used off-highway motorcycle.<\/li>\n\n\n\n<li>A <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/statement-of-facts-reg-256-pdf\/\" target=\"_blank\">Statement of Facts (REG 256) (PDF)<\/a> form from the applicant stating they request dual registration on a permanent basis and understand payment of both on-highway and OHV fees will be required.<\/li>\n\n\n\n<li>A smog certification, if applicable.<\/li>\n\n\n\n<li>An electronic <a href=\"https:\/\/bar.ca.gov\/safety-systems\">Vehicle Safety Systems Inspection (VSSI) certificate<\/a>, if applicable. See the <a href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/handbook\/vehicle-industry-registration-procedures-manual-2\/salvage-nonrepairable-junk-vehicles\/19-090-vehicle-safety-system-inspection-program\/\">19.090 Vehicle Safety System Inspection Program<\/a><\/li>\n\n\n\n<li>A weight certificate, if applicable.<\/li>\n<\/ul>\n\n\n\n<p><strong>The procedures below must be followed: <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Determine if the motorcycle can be registered from the <strong>OHV Motorcycle Verification<\/strong> information in the Conversion from OHV to On-highway Registration section in this chapter.<\/li>\n\n\n\n<li>Collect all registration fees due.<\/li>\n\n\n\n<li>Issue license plates and stickers.<\/li>\n<\/ul>\n\n\n\n<p><strong>OHV Original Registration\u2014The following must be submitted:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A completed <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/application-for-title-or-registration-reg-343-pdf\/\" target=\"_blank\">Application for Title or Registration (REG 343) (PDF)<\/a> form.<\/li>\n\n\n\n<li>A <a href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/statement-of-facts-reg-256-pdf\/\" target=\"_blank\" rel=\"noreferrer noopener\">REG 256  (PDF)<\/a>from the applicant stating they request dual registration on a permanent basis and understands payment of both on-highway and OHV fees will be required. <\/li>\n<\/ul>\n\n\n\n<p><strong>The procedures below must be followed: <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Write the on-highway license plate number on the top of the <a href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/application-for-title-or-registration-reg-343-pdf\/\" target=\"_blank\" rel=\"noreferrer noopener\">REG 343 (PDF)<\/a>.<\/li>\n\n\n\n<li>Collect the OHV fee shown in <a href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/handbook\/dismantlers-handbook-of-registration-procedures\/appendix-1f-fees\/\" target=\"_blank\" rel=\"noreferrer noopener\">Appendix 1F<\/a>.<\/li>\n\n\n\n<li>Issue an OHV plate.<\/li>\n<\/ul>\n\n\n\n<p><strong>OHV Registration for Vehicle Registered On-Highway <\/strong><\/p>\n\n\n\n<p><strong>The following must be submitted:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A completed <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/application-for-title-or-registration-reg-343-pdf\/\" target=\"_blank\">REG 343 (PDF)<\/a>.<\/li>\n\n\n\n<li>A <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/statement-of-facts-reg-256-pdf\/\" target=\"_blank\">REG 256 (PDF)<\/a> from the applicant stating they request dual registration on a permanent basis and understand payment of both on-highway and OHV fees will be required.<\/li>\n\n\n\n<li>If ownership is being transferred, the documents required to register the vehicle in the applicant\u2019s name.<\/li>\n\n\n\n<li>Verify the current on-highway registration on the database.<\/li>\n\n\n\n<li>Collect the fees due.<\/li>\n\n\n\n<li>Issue an OHV plate.<\/li>\n<\/ul>\n\n\n\n<p><strong>On-Highway Registration for Vehicle Registered OHV<\/strong>\u2014Two separate applications must be processed as indicated below when on-highway registration is requested for currently registered off-highway vehicle. (On-highway registration first, OHV registration second).<\/p>\n\n\n\n<p><strong>On-Highway Registration<\/strong>\u2014The following must be submitted:<\/p>\n\n\n\n<p>The OHV Certificate of Title or documents required to register the vehicle in the applicant\u2019s name.<\/p>\n\n\n\n<p><span role=\"region\" class=\"format-label--note\"><span class=\"format-label__text\">Note<\/span> Vehicles originally manufactured for off-highway use without an odometer and converted to on-highway operation are exempt from the odometer disclosure requirement. A <a href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/revised-verification-of-vehicle-reg-31-form-vin-2018-11-pdf\/\" target=\"_blank\" rel=\"noreferrer noopener\">REG 31  (PDF)<\/a>and\/or <a href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/statement-of-facts-reg-256-pdf\/\" target=\"_blank\" rel=\"noreferrer noopener\">REG 256 (PDF)<\/a> are not required as evidence that there is no odometer on the vehicle.<\/span><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/verification-of-vehicle-reg-31-pdf\/\" target=\"_blank\">REG 31 (PDF)<\/a> completed only by an authorized DMV employee for a new or used off-highway motorcycle. <\/li>\n\n\n\n<li>An electronic <a href=\"https:\/\/bar.ca.gov\/safety-systems\">VSSI<\/a> certificate.<\/li>\n\n\n\n<li>A weight certificate for a commercial vehicle.<\/li>\n\n\n\n<li>A Declaration of <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/declaration-of-gvw-cgw-reg-4008\/\" target=\"_blank\">Gross Vehicle Weight (GVW)\/Combined Gross Vehicle Weight (CGW) (REG 4008) <\/a>form, if applicable.<\/li>\n\n\n\n<li>A smog certification, if applicable.<\/li>\n\n\n\n<li>A <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/statement-of-facts-reg-256-pdf\/\" target=\"_blank\">REG 256 (PDF)<\/a> signed by the owner (signature by power of attorney is not acceptable) stating: \u201cI have received the form CHP ### (appropriate form number <strong>must be<\/strong> shown\u2014CHP 888 for motorcycles or CHP 885 for other vehicles) <strong>y<\/strong> certify this vehicle is in compliance with all requirements.\u201d These forms can be accessed at <a href=\"https:\/\/www.chp.ca.gov\/home\/forms\">https:\/\/www.chp.ca.gov\/home\/forms<\/a>.<\/li>\n\n\n\n<li>A <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/statement-of-facts-reg-256-pdf\/\" target=\"_blank\">REG 256 (PDF)<\/a> from the applicant stating they request dual registration on a permanent basis and understand payment of both on-highway and OHV fees will be required.<\/li>\n<\/ul>\n\n\n\n<p><span role=\"region\" class=\"format-label--note\"><span class=\"format-label__text\">Note<\/span> Four-wheel all-terrain vehicles <strong>cannot <\/strong>be registered for on-highway use.<br><\/span><\/p>\n\n\n\n<p><strong>The procedures below must be followed: <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Determine if the motorcycle can be converted to on-highway from the OHV Motorcycle Verification information in the conversion from OHV to On-highway Registration section in this chapter.<\/li>\n\n\n\n<li>Verify the registration status of the vehicle on the database.<\/li>\n\n\n\n<li>Collect the fees due for on-highway registration.<\/li>\n<\/ul>\n\n\n\n<p><strong>OHV Registration\u2014The following must be submitted:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/statement-of-facts-reg-256-pdf\/\" target=\"_blank\">REG 256 (PDF)<\/a> from the applicant stating they request dual registration on a permanent basis and understand payment of both on-highway and OHV fees will be required.<\/li>\n\n\n\n<li>Collect OHV renewal fees, if due.<\/li>\n<\/ul>\n\n\n\n<p>Print the on-highway license number on the DMV file copy of the OHV application. <\/p>\n\n\n\n<p><strong>Amphibious Motor Vehicles<\/strong>\u2014OHV registration may be requested for an amphibious motor vehicle required to be numbered as a vessel. When an original application is submitted for dual OHV and vessel registration, ownership documents <strong>must <\/strong>be a part of the OHV application.
