Most special license plates cannot be reassigned to another person, except as shown in the Special License Plate Transfers section in this chapter.<\/p>\n\n\n\n<p><strong>Owner-Issued License Plates:<br><\/strong>Amateur Radio<br>Arts Council<br>Bicentennial Bill of Rights<br>California Agriculture<br>(CalAg)<br>California Firefighters<br>California Memorial<br>California Museums<br>Coastal Commission (Whale Tail)<br>Commemorative Collegiate (UCLA)<br>Congressional Medal of Honor<br>Disabled Person<br>Disabled Veteran<br>Environmental<br>Gold Star Family<br>Honorary Consul<br>Kids<br>Lake Tahoe Conservancy<br>Legislative (fee paid)<br>Legion of Valor<br>Livery<br>Olympic Games<br>Olympic Training Center<br>Pearl Harbor Survivor<br>Pet Lover\u2019s<br>Press Photographer<br>Former Prisoner of War<br>Purple Heart<br>Veterans Organizations<br>Year of Manufacture<br>Yosemite<\/p>\n\n\n\n<p><strong>License Plate Removal\u2014the following must be submitted:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>An Application for Replacement Plates, Stickers, Documents (<a href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/application-for-replacement-plates-stickers-documents-reg-156-pdf\/\" target=\"_blank\" rel=\"noreferrer noopener\">REG 156 (PDF)<\/a>) form.<\/li>\n\n\n\n<li>The fees due to currently register the vehicle. A substitute license plate fee is not due.<\/li>\n<\/ul>\n\n\n\n<p><strong>License Plate Assignment\u2014the following must be submitted:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The registration card in the license plate owner\u2019s name or the documents to register the vehicle to the applicant. The vehicle must be currently registered or the renewal fees paid.<\/li>\n\n\n\n<li>A Special Interest License Plate Application (<a href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/special-interest-license-plates-application-reg-17-pdf\/\" target=\"_blank\" rel=\"noreferrer noopener\">REG 17 (PDF)<\/a>) or a Special Recognition License Plate Application (<a href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/special-recognition-license-plate-application-reg-17a-pdf\/\" target=\"_blank\" rel=\"noreferrer noopener\">REG 17A (PDF)<\/a>) completed by the applicant showing reassignment of the license plates.<\/li>\n\n\n\n<li>The license plates currently assigned to the vehicle.<\/li>\n\n\n\n<li>The fees due.<\/li>\n<\/ul>\n\n\n\n<p><span role=\"region\" class=\"format-label--note\"><span class=\"format-label__text\">Note<\/span> When special license plates with specific issuance requirements such as DP, DV, CMOH, or POW License Plates are reassigned or a name is added or deleted from the vehicle ownership, obtain a Statement of Facts (<a href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/statement-of-facts-reg-256-pdf\/\" target=\"_blank\" rel=\"noreferrer noopener\">REG 256 (PDF)<\/a>) form stating the special license plates belong to the registered owner.<\/span><\/p>\n\n\n\n<p><strong>Reassignment of 12\/31\/XX Permanent Expiration Date License Plates (VC \u00a75110)\u2014<\/strong>Legislative (fee-paid and annual exempt) License Plates are assigned a fixed 12\/31 annual expiration date.
