Fees for all years must be collected if a refund is <strong>not<\/strong> justified.<\/p>\n\n\n\n<p><strong>Example<\/strong>: Fees were due and posted on a vehicle record in 2010. The customer returns in 2014 and the only fees generated are for 2011 through 2014.
