When the documents required to establish evidence of ownership are unobtainable, an applicant must submit a Statement of Facts (REG 256) (PDF)<\/a> form to substantiate their ownership of the vehicle. In specific cases, the applicant will also be required to submit a certified letter y <\/strong>a motor vehicle bond, vessel bond, or bond alternative. <\/p>\n\n\n\n

Important<\/span> A REG 256 (PDF)<\/a> cannot <\/strong>be completed by a dealer, dismantler, or registration service on behalf of their customer.<\/span><\/p>\n\n\n\n

Use the following chart to determine when the diligent effort process is required:<\/strong><\/p>\n\n\n

If the Applicant Cannot Provide Evidence of Ownership and the<\/th>Then<\/th><\/tr><\/thead>
If the Applicant Cannot Provide Evidence of Ownership and the<\/span>\u2022 Value of the vehicle is $5,000 or more

\u2022 Value of the vessel is $2,000 or Application is a transfer of vehicle with nontransferable registration (goldenrod) regardless of value

\u2022 Release from the legal owner\/lienholder cannot be obtained, regardless of value
<\/td>		Then<\/span>The diligent effort\/bond process\u00a0is\u00a0<\/strong>required and\u00a0the following must <\/strong>be submitted:

\u2022 A certified letter, returned to the sender unclaimed and unopened, as evidence of a diligent effort. If after 30 days the sender has\u00a0not\u00a0<\/strong>received a response, a postal receipt acknowledging receipt of the letter by the addressee may be accepted.

\u2022 A REG 256 from the applicant stating:
\u2014What effort was made to contact the last owner(s) of record to obtain evidence of ownership and any supporting documents required,\u00a0y\u00a0<\/strong>why it was not obtainable.
\u2014How, when, and from whom the vehicle or vessel was acquired.
\u2014The vehicle or vessel is free of liens not indicated on the application.
\u2014The current value of the vehicle or vessel and how it was determined. If the value was determined by an appraisal, that appraisal must also accompany the REG 256.

\u2022 A motor vehicle\/vessel bond\u00a0or\u00a0<\/strong>a bond alternative.<\/td><\/tr>
If the Applicant Cannot Provide Evidence of Ownership and the<\/span>\u2022 Value of the vehicle is $4,999 or less

\u2022 Value of the vessel is $1,999 or less<\/td>		Then<\/span>The diligent effort\/bond\u00a0is not<\/strong>\u00a0required and the following must <\/strong>be submitted:

\u2022 Any documentation that establishes ownership of the described vehicle or vessel.

\u2022 A REG 256 from the applicant stating:
\u2014From whom the vehicle or vessel was acquired.
\u2014The current value of the vehicle or vessel.
\u2014The vehicle or vessel is free of liens, not indicated on the application.<\/td><\/tr>
If the Applicant Cannot Provide Evidence of Ownership and the<\/span><\/td>Then<\/span><\/td><\/tr><\/tbody><\/table><\/figure>\n<\/body>\n\n\n

Note<\/span> The diligent effort satisfies the application requirements for supporting documents, including the seller\u2019s odometer disclosure.<\/span><\/p>\n\n\n\n
