{"id":43576,"date":"2020-05-15T10:25:29","date_gmt":"2020-05-15T17:25:29","guid":{"rendered":"https:\/\/www.dmv.ca.gov\/portal\/handbook\/dismantlers-handbook-of-registration-procedures\/lien-sales-and-abandoned-vehicles\/chapter-table-of-contents\/disposition-of-abandoned-low-value-vehicles-vc-22851-3\/"},"modified":"2020-05-20T10:01:04","modified_gmt":"2020-05-20T17:01:04","slug":"disposition-of-abandoned-low-value-vehicles-vc-22851-3","status":"publish","type":"dmv_handbook","link":"https:\/\/www.dmv.ca.gov\/portal\/es\/handbook\/dismantlers-handbook-of-registration-procedures\/lien-sales-and-abandoned-vehicles\/disposition-of-abandoned-low-value-vehicles-vc-22851-3\/","title":{"rendered":"5.210 Disposition of Abandoned Low Value Vehicles (VC \u00a722851.3)"},"content":{"rendered":"\n<p><p dir=\"ltr\"><strong>Step 1<br><\/strong>At least 72 hours before the vehicle is removed, a peace officer or an authorized public agency employee must securely attach a distinctive notice stating the vehicle will be removed by the public agency.<span style=\"font-family: var(--font-primary); font-size: inherit;\"><\/span><\/p><\/p>\n\n\n\n<p><p dir=\"ltr\">If the vehicle lacks an engine, transmission, wheels, tires, doors, windshield, or any other part or equipment necessary to operate safely on the highways, it may be removed immediately without posting a notice (VC \u00a722669[d]).<span style=\"font-family: var(--font-primary); font-size: inherit;\"><\/span><\/p><\/p>\n\n\n\n<p><p dir=\"ltr\"><strong>Step 2<\/strong><br>Immediately after the vehicle is removed, the public agency must notify the Department of Justice at:<\/p><\/p>\n\n\n\n<p><p dir=\"ltr\" style=\"margin-left: 40px\">Department of Justice<br>Bureau of Information Services<br>Stolen Vehicle Unit<br>PO Box 9034l7<br>Sacramento, CA 94203-4l70<\/p><\/p>\n\n\n\n<p><p dir=\"ltr\"><strong>Step 3<br><\/strong>The public agency or the lienholder, at the request of the public agency, must obtain from the DMV record the names of all persons having interest in the vehicle.<\/p><\/p>\n\n\n\n<p><p dir=\"ltr\"><strong>Step 4<\/strong><br>Within 48 hours of the removal, excluding weekends and holidays, the public agency or the lienholder, at the public agency\u2019s request, must notify all interested parties of the intent to dispose of the vehicle as follows: <\/p><\/p>\n\n\n\n<p><p dir=\"ltr\"><strong>Public agency notification:<\/strong><br>By first class or certified mail, send a written notice pursuant to VC \u00a722851.3 (d) to:<span style=\"font-family: var(--font-primary); font-size: inherit;\"><\/span><\/p><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The registered owner<\/li><li>The legal owner<\/li><li>Any other persons having interest in the vehicle.<\/li><\/ul>\n\n\n\n<p><p dir=\"ltr\"><strong>Lienholder notification at the request of the public agency:<\/strong><br>Complete and send by certified mail a Notice of Intent To Dispose of a Vehicle Valued at $500 or Less Removed by a Public Agency (REG 684B) to:<span style=\"font-family: var(--font-primary); font-size: inherit;\"><\/span><\/p><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The registered owner<\/li><li>The legal owner<\/li><li>Any other persons having interest in the vehicle.<\/li><\/ul>\n\n\n\n<p><p dir=\"ltr\"><strong>Step 5<\/strong><br>If the vehicle remains unclaimed after 15 days from the notification date, the towing and storage fees were not paid, and a request for a post-storage hearing was not made or the post-storage hearing was not attended, the public agency must complete Section A of the Public Agency Authorization To Dispose of a Vehicle to a Scrap Iron Processor or Dismantler Valued at $500 or Less (<a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/file\/public-agency-vehicle-disposal-on-a-reg-462-vin-2017-13-pdf\/\" target=\"_blank\">REG 462 (PDF)<\/a>). Distribute the <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/file\/public-agency-vehicle-disposal-on-a-reg-462-vin-2017-13-pdf\/\" target=\"_blank\">REG 462 (PDF)<\/a> as follows:<span style=\"font-family: var(--font-primary); font-size: inherit;\"><\/span><\/p><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Give white and pink copies to the towing agent<\/li><li>Retain the yellow copy for your records. <\/li><\/ul>\n\n\n\n<p><p dir=\"ltr\"><span role=\"region\" class=\"format-label--note\"><span class=\"format-label__text\">Note<\/span> If there is no DMV record, the public agency may issue a <a href=\"https:\/\/www.dmv.ca.gov\/portal\/file\/public-agency-vehicle-disposal-on-a-reg-462-vin-2017-13-pdf\/\" target=\"_blank\" rel=\"noreferrer noopener\">REG 462 (PDF)<\/a> any time after the removal.<\/span><\/p><\/p>\n\n\n\n<p><p dir=\"ltr\"><strong>Step 6<\/strong><br>If the notification was made by the lienholder at the request of the public agency, the lienholder must complete a Statement of Facts for Vehicles Valued at $500 or Less Removed by a Public Agency CVC 22851.3 (REG 686B).<\/p><\/p>\n\n\n\n<p><p dir=\"ltr\"><strong>Step 7<\/strong><br>Dispose of the vehicle to a licensed dismantler or a scrap iron processor.
