You may submit an application for reconsideration (also known as an abbreviated application) if you:
- Were refused an occupational license or permit after submitting an original application.
- Were formally denied an occupational license or permit after a hearing.
- Had an occupational license revoked.
Who can submit an Application for Reconsideration?
- Applicants whose first-time applications for an occupational license (OL) or permit were refused.
- You may reapply for reconsideration immediately after a first-time refusal.
- Applicants whose OL has been revoked.
- You may reapply for reconsideration at least one year after the effective date of the hearing decision.
- Applicants whose application for an OL or permit was denied after a hearing.
- You may reapply for reconsideration at least one year after the effective date of the hearing decision.
You cannot get a temporary permit during the application for reconsideration process.
What is the process?
- Once DMV receives all documents, we may either prepare a referral to our Legal Affairs Division, or (based upon OL disciplinary guidelines) we may issue a probationary permit.
- Cases referred to the Legal Affairs Division are reviewed. If accepted, a formal accusation will be filed and the case will be scheduled for a hearing. The hearing schedule depends on the availability of Administrative Law Judges and the current volume of cases to be heard.
- You will receive a formal notice regarding acceptance of the application for reconsideration and instructions on how to proceed with a hearing.
- If you are successful in your request for reconsideration, you will be notified in writing of the department’s decision and may proceed with submitting a complete application for your OL.
How long does the process take?
There isn’t an exact timeframe, as each case is different. The timeframe depends on several factors, particularly how long it takes to obtain certified copies of arresting agency reports, court documents, investigative reports, or other documents relevant to your application history.
Business License Requirements
If the application of reconsideration is being submitted for a dealer, dismantler, registration service, driving school owner, traffic school owner, distributor or manufacturer, the following forms and fees must be submitted with the application.

- Out-of-state applicants only: Fingerprint Card (ADM 1316).
- Fingerprint cards may be obtained by calling Occupational Licensing at (916) 229-3126 or your local Inspector.
- Corporation, limited liability company or limited liability partnership owned businesses only: A copy of articles of incorporation, corporate minutes, or other document filed with the Secretary of State, which identifies the officers, shareholders and managers with 10% or more interest in the business is required.
