{"id":13582,"date":"2020-04-15T15:23:19","date_gmt":"2020-04-15T22:23:19","guid":{"rendered":"https:\/\/www.dmv.ca.gov\/portal\/handbook\/vehicle-industry-registration-procedures-manual-2\/odometer-mileage-reporting\/introduction\/"},"modified":"2024-11-12T09:07:47","modified_gmt":"2024-11-12T17:07:47","slug":"introduction","status":"publish","type":"dmv_handbook","link":"https:\/\/www.dmv.ca.gov\/portal\/handbook\/vehicle-industry-registration-procedures-manual-2\/odometer-mileage-reporting\/introduction\/","title":{"rendered":"Chapter 5 Odometer Mileage Reporting"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\">5.000 Introduction (VC \u00a7\u00a71819, 4751, 5900, 5901, and 9255)<\/h3>\n\n\n\n<p><strong>Mandatory Reporting<\/strong>\u2014In compliance with the Federal Truth in Mileage Act of 1986, odometer mileage disclosure <strong>must<\/strong> be collected by DMV on original registration and registered owner transfer applications of the following vehicles that<br>are nine model years old and newer:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Automobiles<\/li>\n\n\n\n<li>Commercial vehicles with an unladen weight of 8,500 pounds or less or a gross vehicle weight (GVW) of 16,000 pounds or less<\/li>\n\n\n\n<li>Motorcycles<\/li>\n<\/ul>\n\n\n\n<p>Determine the exempt vehicle year model by subtracting 10 years from the current calendar year. For example, in calendar year 2014, 2004 and older year models are exempt.<\/p>\n\n\n\n<p><strong>Reporting Exceptions<\/strong>\u2014Odometer mileage disclosure is <strong>not<\/strong> required for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Vehicles 10 model years old and older (see <strong>Mandatory Reporting<\/strong> above).<\/li>\n\n\n\n<li>Commercial vehicles with an unladen weight of 8,501 pounds or more or a GVW of 16,001 pounds or more.<\/li>\n\n\n\n<li>Vehicles sold directly by the manufacturer to a U.S. government agency until resold by that agency.<\/li>\n\n\n\n<li>New vehicles transferred prior to first retail sale (dealer to dealer).<\/li>\n\n\n\n<li>Vehicles being reported as dismantled (junked).<\/li>\n\n\n\n<li>Unrecovered stolen vehicles being transferred to the insurance company.<\/li>\n\n\n\n<li>Low speed vehicles (LSV), as defined in the Low Speed and Neighborhood Electric Vehicles section in Chapter 2. Federal regulations require an LSV to have a speedometer, but <strong>not<\/strong> an odometer.<\/li>\n\n\n\n<li>Golf carts, as defined in the Golf Carts section in Chapter 2.<\/li>\n<\/ul>\n\n\n\n<p><span role=\"region\" class=\"format-label--note\"><span class=\"format-label__text\">Note<\/span> DMV encourages odometer mileage readings for all vehicles, including the vehicles listed above. Accept all properly completed odometer disclosure statements.<\/span><\/p>\n\n\n\n<p><strong>Original Registration Applications<\/strong>\u2014Odometer mileage disclosure is completed on the following forms, as determined by the type of application:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Application for Registration of New Vehicle (REG 397) form.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.dmv.ca.gov\/portal\/file\/application-for-title-or-registration-reg-343-pdf\/\" target=\"_blank\" rel=\"noreferrer noopener\">Application for Title or Registration (REG 343) (PDF)<\/a> form with <strong>no<\/strong> change of ownership.<\/li>\n\n\n\n<li>Complying out-of-state title with a change of ownership.<\/li>\n\n\n\n<li>Vehicle\/Vessel Transfer and Reassignment Form (REG 262) with change of ownership on a noncomplying out-of-state title.<\/li>\n\n\n\n<li>Out-of-state odometer disclosure statement.<\/li>\n\n\n\n<li>Out-of-state secure power of attorney.<\/li>\n<\/ul>\n\n\n\n<p><strong>Registered Owner Transfers<\/strong>\u2014Odometer mileage disclosure <strong>must<\/strong> be on a complying title <strong>or<\/strong> a REG 262, as appropriate.<\/p>\n","protected":false},"featured_media":0,"parent":13579,"menu_order":1,"template":"","dmv_task":[11],"dmv_functional_page_type":[64],"dmv_handbook_category":[892,595],"class_list":["post-13582","dmv_handbook","type-dmv_handbook","status-publish","hentry","dmv_task-educational","dmv_functional_page_type-informational","dmv_handbook_category-odometer-mileage-reporting","dmv_handbook_category-vehicle-industry-reg-procedures-manual"],"featured_image_src":null,"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.2 -
