{"id":13684,"date":"2020-04-15T15:24:07","date_gmt":"2020-04-15T22:24:07","guid":{"rendered":"https:\/\/www.dmv.ca.gov\/portal\/handbook\/vehicle-industry-registration-procedures-manual-2\/miscellaneous-originals\/manufacturers-certificate-statement-of-origin\/"},"modified":"2024-03-12T08:59:48","modified_gmt":"2024-03-12T15:59:48","slug":"manufacturers-certificate-statement-of-origin","status":"publish","type":"dmv_handbook","link":"https:\/\/www.dmv.ca.gov\/portal\/handbook\/vehicle-industry-registration-procedures-manual-2\/miscellaneous-originals\/manufacturers-certificate-statement-of-origin\/","title":{"rendered":"7.065 Manufacturer&#8217;s Certificate\/Statement of Origin (VC \u00a74150[d])"},"content":{"rendered":"\n<p>Unless a <strong>new<\/strong> vehicle is sold by a licensed California dealer and an Application for Registration of New Vehicle (REG 397) is submitted, all applications for original registration and\/or title of <strong>new<\/strong> vehicles and motorcycles <strong>must<\/strong> include a Manufacturer&#8217;s Certificate\/Statement of Origin (MCO\/MSO).<\/p>\n\n\n\n<p><span role=\"region\" class=\"format-label--note\"><span class=\"format-label__text\">Note<\/span> This does not include a direct import vehicle or a specially constructed (SPCNS) vehicle manufactured to resemble a recognized make.<\/span><\/p>\n\n\n\n<p>Refer to <a href=\"https:\/\/www.dmv.ca.gov\/portal\/handbook\/vehicle-industry-registration-procedures-manual-2\/nonresident-vehicles\/\">Chapter 12<\/a>, Nonresident Vehicles, for direct imports and section 7.190 of this chapter for SPCNS.<\/p>\n\n\n\n<p>The MCO\/MSO may be prepared at a factory, an assembly plant, or a business authorized by the manufacturer. All MCO\/MSOs, except those for off-road equipment, should be produced in an identical format, and <strong>must<\/strong> include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The manufacturer&#8217;s name and address.<\/li>\n\n\n\n<li>The make, identification number, body type, year model, and vehicle series or model name.<\/li>\n\n\n\n<li>The date and to whom the ownership was transferred from the manufacturer <strong>and<\/strong> the signature of the manufacturer&#8217;s agent (a signature stamp is acceptable).<\/li>\n<\/ul>\n\n\n\n<p><span role=\"region\" class=\"format-label--note\"><span class=\"format-label__text\">Note<\/span> Reassignments made in the space provided on the MCO\/MS do no need to be notarized for California, even if a notarization space is provided.<\/span><\/p>\n\n\n\n<p>Although variations exist, an MCO\/MSO <em>normally is<\/em>: 7&#8243; x 11&#8243; in size, on paper stock sixty (60) pound offset or equivalent durability, and printed with security features that include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Sensitized security paper without added optical brighteners that will not fluoresce under ultraviolet light.<\/li>\n\n\n\n<li>Engraved border and prismatic-rainbow printing with Copy Void Pantograph (the word &#8220;void&#8221; appears when the document is copied).<\/li>\n\n\n\n<li>Two complex colors (colors developed by using a mixture of two or more primary colors and black) <em>and<\/em> two security threads, with or without watermark, and\/or intaglio print, with or without latent image, and\/or security laminate.<\/li>\n<\/ul>\n\n\n\n<p><strong>Duplicate MCO\/MSO<\/strong><\/p>\n\n\n\n<p>A duplicate copy of an MSO issued by the manufacturer is acceptable as proof of ownership.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It <strong>must<\/strong> clearly state &#8220;Duplicate&#8221; on the face of the document, contain the same security features as the original MSO, and contain the identical descriptive information, except for the issuance date, as the original MSO.<\/li>\n\n\n\n<li>Any discrepancy <strong>invalidates<\/strong> the duplicate. A photocopy of the original is <strong>not<\/strong> acceptable.<\/li>\n<\/ul>\n\n\n\n<p><strong>MSO Continuations<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Any continuation to an MSO must clearly state &#8220;Continuation&#8221; on the face of the document and contain the same security features as the original.<\/li>\n\n\n\n<li>A &#8220;continuation&#8221; MSO must be used in conjunction with the original MSO.<\/li>\n<\/ul>\n\n\n\n<p><strong>New Vehicle with MSO Registration Requirements<\/strong><\/p>\n\n\n\n<p>When a new vehicle is sold by other than a California dealer and the vehicle has never been registered or titled in any state or country, the following are required:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A properly completed <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/file\/application-for-title-or-registration-reg-343-pdf\/\" target=\"_blank\">Application for Title or Registration (REG 343) (PDF)<\/a>.<\/li>\n\n\n\n<li>The Manufacturer&#8217;s Certificate\/Statement of Origin (MCO\/MSO) properly endorsed to the purchaser. Bills of Sale are acceptable in lieu of endorsement(s) on the MCO\/MSO.<\/li>\n\n\n\n<li>A vehicle verification, <strong>unless<\/strong> the vehicle qualifies for a verification exception (see below).<\/li>\n\n\n\n<li>Weight Certificate for a commercial vehicles less than 10, 001 pounds unladen.\n<ul class=\"wp-block-list\">\n<li>If the vehicle weights 10,000 pounds or more, or is a trailer in the PTI program, the estimated unladen weight is required and may be shown on a <a href=\"https:\/\/www.dmv.ca.gov\/portal\/file\/statement-of-facts-reg-256-pdf\/\" target=\"_blank\" rel=\"noreferrer noopener\">Statement of Facts (REG 256) (PDF)<\/a>. <\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/file\/declaration-of-gvw-cgw-reg-4008\/\" target=\"_blank\">Declaration of Gross Vehicle Weight\/Combined Gross Vehicle Weight (REG 4008)<\/a>.\n<ul class=\"wp-block-list\">\n<li>Completed and signed by the owner for a commercial vehicle weighing 6001 pounds or more unladen (not required for pickups). <\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>A smog certification, if appropriate.<\/li>\n\n\n\n<li>The fees due from date of first use in California.<\/li>\n<\/ul>\n\n\n\n<p><strong>Vehicle Verification Exceptions<\/strong><\/p>\n\n\n\n<p>A vehicle verification is not required for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A <strong>new trailer<\/strong> purchased in another state and eligible for registration under the Permanent Trailer Identification (PTI) Program provided:\n<ul class=\"wp-block-list\">\n<li>The trailer has <strong>never<\/strong> been registered.<\/li>\n\n\n\n<li>The trailer has <strong>not<\/strong> been modified, altered, or assembled from a kit.<\/li>\n\n\n\n<li>A secured Manufacturer&#8217;s Certificate\/Statement of Origin (MCO\/MSO) is submitted for the complete trailer. <\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>A <strong>new commercial vehicle<\/strong> purchased in another state as a complete vehicle or as an incomplete vehicle to which a new body was added to make a complete vehicle provided:\n<ul class=\"wp-block-list\">\n<li>The vehicle has <strong>never<\/strong> been registered or issued International Registration Plan (IRP) registration in California or was issued IRP registration with the last 60 days only.<\/li>\n\n\n\n<li>The vehicle has <strong>not<\/strong> been modified, altered, or assembled from a kit Manufacturer&#8217;s Certificated\/Statement of Origin (MCO\/MSO).<\/li>\n\n\n\n<li>The vehicle has an unladen weight of 6,001 pounds or more.<\/li>\n\n\n\n<li>The vehicle meets California emission standards.<\/li>\n\n\n\n<li>A secured Manufacturer&#8217;s Certificate\/Statement of Origin (MCO\/MSO) is submitted for the (complete) a vehicle, <strong>or<\/strong> <\/li>\n\n\n\n<li>A secured MCO\/MSO is submitted for both the cab\/chassis and the body and the <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dmv.ca.gov\/portal\/file\/statement-of-facts-reg-256-pdf\/\" target=\"_blank\">Statement of Facts (REG 256) (PDF)<\/a> from the owner which certifies the vehicle &#8220;was not constructed with any used components&#8221; <strong>and<\/strong> states the body type model (BTM) for a vehicle that does not meet California emission standards. <\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n","protected":false},"featured_media":0,"parent":13678,"menu_order":14,"template":"","dmv_task":[11],"dmv_functional_page_type":[64],"dmv_handbook_category":[898,595],"class_list":["post-13684","dmv_handbook","type-dmv_handbook","status-publish","hentry","dmv_task-educational","dmv_functional_page_type-informational","dmv_handbook_category-miscellaneous-originals","dmv_handbook_category-vehicle-industry-reg-procedures-manual"],"featured_image_src":null,"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.2 - https:\/\/yoast.com\/product\/yoast-seo-wordpress\/ -->\n<title>7.065 Manufacturer&#039;s Certificate\/Statement of Origin (VC \u00a74150[d]) - California DMV<\/title>\n<meta name=\"robots\" content=\"index, follow, max-snippet:-1, max-image-preview:large, max-video-preview:-1\" \/>\n<link rel=\"canonical\" href=\"https:\/\/www.dmv.ca.gov\/portal\/handbook\/vehicle-industry-registration-procedures-manual-2\/miscellaneous-originals\/manufacturers-certificate-statement-of-origin\/\" \/>\n<meta property=\"og:locale\" content=\"en_US\" \/>\n<meta property=\"og:type\" content=\"article\" \/>\n<meta property=\"og:title\" content=\"7.065 Manufacturer&#039;s Certificate\/Statement of Origin (VC \u00a74150[d]) - California DMV\" \/>\n<meta property=\"og:description\" content=\"Unless a new vehicle is sold by a licensed California dealer and an Application for Registration of New Vehicle (REG 397) is submitted, all applications for original registration and\/or title of new vehicles and motorcycles must include a Manufacturer&#8217;s Certificate\/Statement of Origin (MCO\/MSO).
