California Air Resources Board (CARB) regulations limit the use of OHV that do not<\/strong> meet emissions standards applicable for California OHV riding areas (non-complying OHV).<\/p>\n\n\n\n

Issuance of Tan OHV Identification\/Stickers<\/strong><\/p>\n\n\n\n

DMV will issue a tan sticker for noncomplying off-highway vehicles (OHVs) model year 2022 and newer. The new tan sticker will differentiate these vehicles from model year 2003 through 2021 vehicles (which were issued red stickers) and assist riding park management personnel with identification and law enforcement efforts.<\/p>\n\n\n\n

Note<\/span> Applications for noncomplying OHVs model year 2022 and newer will be finalized at DMV headquarters because the system is not programmed to issue the new tan sticker. DMV will continue to issue red stickers to noncomplying OHVs model year 2003 through 2021.<\/span><\/p>\n\n\n\n

The procedures below must be followed:<\/strong><\/p>\n\n\n\n

Registration of Noncomplying OHVs<\/strong><\/p>\n\n\n

If the OHV Is a<\/th>Then it<\/th><\/tr><\/thead>
If the OHV Is a<\/span>\u2022 2002 or older year model OHV<\/strong>
\u2022 Snowmobile
\u2022 Amphibian
\u2022 Dune buggy
\u2022 Golf cart<\/td>		Then it<\/span>Can be registered and issued a green OHV sticker.<\/td><\/tr>
If the OHV Is a<\/span>2003 through 2021year model with a \u201c3\u201d or \u201cC\u201d in the eighth vehicle identification number (VIN) position
Note: <\/strong>Street-legal motorcycles with a \u201c3\u201d or \u201cC\u201d in the eighth VIN position may be registered if assigned the correct on-road type license code<\/td>		Then it<\/span>Is a noncomplying OHV <\/strong>and can be registered.
Issue a red OHV sticker.
Refer to the Registration of Noncomplying OHVs section for procedures.<\/td><\/tr>
If the OHV Is a<\/span>2022 and newer year model OHV with a \u201c3\u201d or \u201cC\u201d in the eighth VIN position<\/td>Then it<\/span>Is a noncomplying OHV <\/strong>and can be registered.

Business Partner Automation (BPA) program participants utilizing the Virtual Clerk system should contact their First Line Service provider for guidance on indicia issuance.<\/td><\/tr><\/tbody><\/table><\/figure>\n<\/body>\n\n\n

<\/p>\n\n\n\n

Note<\/span> The title\/registration for noncomplying OHV motorcycles and ATVs are branded \u201cNC M\/C\u201d or \u201cNC ATV.\u201d<\/span><\/p>\n\n\n\n

2003 and newer year model OHVs<\/strong> with a \u201c3\u201d or \u201cC\u201d in the eighth position of the vehicle identification number (VIN) are noncomplying OHVs and <\/strong>are issued a red OHV sticker that permits limited operation of the OHV during designated months (this includes Kazuma and Zebra brand OHVs).<\/p>\n\n\n\n
