The original registration fee and use tax, if due. For use tax exemption, the Statement of Applicant in SECTION 6 of the BOAT 101 must <\/strong>be completed by the applicant.<\/li>\n<\/ul>\n\n\n\n
Annual-Exempt Vessels and City\/County-Owned Livery Boats\u2014The following must be submitted: <\/strong><\/p>\n\n\n\n

For youth group vessels<\/strong>, SECTION 8\u2014 SPECIAL USE CF NUMBERS on the BOAT 101 must <\/strong>be completed to verify the organization\u2019s purpose and <\/strong>be signed by the person in charge of the group.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n
Refer to Quagga\/Zebra Mussel Fee section in this chapter for additional\/ exemption information.<\/p>\n\n\n\n
Dealers and Manufacturers<\/strong>\u2014Boat dealers and manufacturers may secure a special number for the purpose of demonstrating or testing unregistered vessels. The number must not <\/strong>be permanently-affixed to any vessel and is not transferable. The following must be submitted<\/strong>: <\/p>\n\n\n\n
\n
A completed Application for Boat Registration Number Dealer-Manufacturer (BOAT 101A) form.\n
\n
\u201cDealer\u201d or \u201cManufacturer\u201d must <\/strong>be checked.<\/li>\n\n\n\n
The applicant\u2019s Board of Equalization (BE) account (permit) number must <\/strong>be shown.<\/li>\n<\/ul>\n<\/li>\n\n\n\n
The original registration fee (December applications must <\/strong>include the renewal fee).<\/li>\n<\/ul>\n\n\n\n
Important<\/span> Dealers and Manufacturers Vessel Number Renewals<\/strong>\u2014A new application and registration fee must <\/strong>be submitted for any dealer or manufacturer vessel number not <\/strong>renewed prior to midnight of the expiration date. A Certificate of Non-Operation (REG 102) (PDF)<\/a> form is not<\/strong> acceptable.<\/span><\/p>\n\n\n\n
Special Use Vessels<\/strong>\u2014Special use vessel applications are handled the same as dealer\/manufacturer applications. An example of \u201cspecial use\u201d would be a marina borrowing vessels from vessel manufacturers throughout the United States for use in movie productions and returning the vessels to the manufacturers at the end of filming. <\/p>\n\n\n\n
The following must be submitted:<\/strong><\/p>\n\n\n\n

A completed BOAT 101 (PDF)<\/a>.<\/li>\n\n\n\n
A REG 256 (PDF)<\/a> from the applicant stating where the vessel was obtained, the purpose and location of operation, approximately how long the vessel will be operated, and disposition of the vessel when the special use ends.<\/li>\n\n\n\n
The fee due.<\/li>\n<\/ul>\n\n\n\n
Transfer of Special CF Numbers <\/strong><\/p>\n\n\n\n
Livery and fee-exempt special numbers cannot <\/strong>be transferred unless <\/strong>the new owner qualifies for the same kind of special number. The LC series cannot <\/strong>be transferred to a nongovernmental livery operator. The qualified buyer must submit<\/strong>:<\/p>\n\n\n\n
\n
A REG 256 (PDF)<\/a> explaining the qualifications of the business, agency, or youth group for the special number.<\/li>\n\n\n\n
A REG 256 for a vessel used \u201cfor hire\u201d (passengers or property) when a use tax exemption is claimed.<\/li>\n<\/ul>\n\n\n\n
Note<\/span> Exempt vessels transferred between federal agencies or between state agencies are not subject to use tax.
<\/span><\/p>\n\n\n\n
Transfer from Special to Pleasure CF Number<\/strong>\u2014A pleasure number must <\/strong>be issued when a livery or fee-exempt vessel is transferred to an owner not <\/strong>qualified for the special number. In addition to other transfer requirements, the following must be submitted: <\/strong><\/p>\n\n\n\n
\n
A REG 256 (PDF)<\/a> stating the vessel will be used for pleasure only.<\/li>\n\n\n\n
The renewal fee if the former owner was fee exempt.<\/li>\n<\/ul>\n\n\n\n
The procedures below must be followed:<\/strong><\/p>\n\n\n\n
\n
Change the type license (TL) code to V1.<\/li>\n\n\n\n
Issue a pleasure CF number.<\/li>\n\n\n\n
Issue the BOAT 3 booklet.<\/li>\n\n\n\n
Instruct the owner to remove the old number from the vessel and apply the new number as shown in the BOAT 3.<\/li>\n\n\n\n
For Motorized Vessels<\/strong>, issue one set of Vessel Carbon Monoxide Warning Stickers and companion brochure and advise the applicant to affix the stickers as explained in the BOAT 3.<\/li>\n<\/ul>\n\n\n\n
Vessel Fees<\/strong>\u2014Refer to Appendix 1F. <\/p>\n\n\n\n
Use Tax<\/strong>\u2014Refer to Chapter 4.<\/p>\n\n\n\n

Refer to the Proof of Ownership section in this chapter.<\/li>\n\n\n\n The original registration fee and use tax, if due. For use tax exemption, the Statement of Applicant in SECTION 6 of the BOAT 101 must <\/strong>be completed by the applicant.<\/li>\n<\/ul>\n\n\n\n Annual-Exempt Vessels and City\/County-Owned Livery Boats\u2014The following must be submitted: <\/strong><\/p>\n\n\n\n \n A completed BOAT 101 (PDF)<\/a>.\n \n For youth group vessels<\/strong>, SECTION 8\u2014 SPECIAL USE CF NUMBERS on the BOAT 101 must <\/strong>be completed to verify the organization\u2019s purpose and <\/strong>be signed by the person in charge of the group.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n Refer to Quagga\/Zebra Mussel Fee section in this chapter for additional\/ exemption information.<\/p>\n\n\n\n Dealers and Manufacturers<\/strong>\u2014Boat dealers and manufacturers may secure a special number for the purpose of demonstrating or testing unregistered vessels. The number must not <\/strong>be permanently-affixed to any vessel and is not transferable. The following must be submitted<\/strong>: <\/p>\n\n\n\n \n A completed Application for Boat Registration Number Dealer-Manufacturer (BOAT 101A) form.\n \n \u201cDealer\u201d or \u201cManufacturer\u201d must <\/strong>be checked.<\/li>\n\n\n\n The applicant\u2019s Board of Equalization (BE) account (permit) number must <\/strong>be shown.<\/li>\n<\/ul>\n<\/li>\n\n\n\n The original registration fee (December applications must <\/strong>include the renewal fee).<\/li>\n<\/ul>\n\n\n\n Important<\/span> Dealers and Manufacturers Vessel Number Renewals<\/strong>\u2014A new application and registration fee must <\/strong>be submitted for any dealer or manufacturer vessel number not <\/strong>renewed prior to midnight of the expiration date. A Certificate of Non-Operation (REG 102) (PDF)<\/a> form is not<\/strong> acceptable.<\/span><\/p>\n\n\n\n Special Use Vessels<\/strong>\u2014Special use vessel applications are handled the same as dealer\/manufacturer applications. An example of \u201cspecial use\u201d would be a marina borrowing vessels from vessel manufacturers throughout the United States for use in movie productions and returning the vessels to the manufacturers at the end of filming. <\/p>\n\n\n\n The following must be submitted:<\/strong><\/p>\n\n\n\n \n A completed BOAT 101 (PDF)<\/a>.<\/li>\n\n\n\n A REG 256 (PDF)<\/a> from the applicant stating where the vessel was obtained, the purpose and location of operation, approximately how long the vessel will be operated, and disposition of the vessel when the special use ends.<\/li>\n\n\n\n The fee due.<\/li>\n<\/ul>\n\n\n\n Transfer of Special CF Numbers <\/strong><\/p>\n\n\n\n Livery and fee-exempt special numbers cannot <\/strong>be transferred unless <\/strong>the new owner qualifies for the same kind of special number. The LC series cannot <\/strong>be transferred to a nongovernmental livery operator. The qualified buyer must submit<\/strong>:<\/p>\n\n\n\n \n A REG 256 (PDF)<\/a> explaining the qualifications of the business, agency, or youth group for the special number.<\/li>\n\n\n\n A REG 256 for a vessel used \u201cfor hire\u201d (passengers or property) when a use tax exemption is claimed.<\/li>\n<\/ul>\n\n\n\n Note<\/span> Exempt vessels transferred between federal agencies or between state agencies are not subject to use tax. <\/span><\/p>\n\n\n\n Transfer from Special to Pleasure CF Number<\/strong>\u2014A pleasure number must <\/strong>be issued when a livery or fee-exempt vessel is transferred to an owner not <\/strong>qualified for the special number.
