Registration of a vehicle moved or operated under a permit issued by DMV <strong>is not<\/strong> required. Auto clubs are authorized to issue REG 172s.<\/p>\n\n\n\n<p>A REG 172 is valid for one day and issued to vehicles that have a valid planned nonoperation (PNO) status on record, be exempt from the PNO law, or have current fees on deposit and will be moved:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>From the current place of storage to another place of storage.<\/li>\n\n\n\n<li>To or from a garage or repair shop for the purpose of repairs or alteration.<\/li>\n\n\n\n<li>For the purpose of dismantling or wrecking.<\/li>\n\n\n\n<li>From one place to another for the purpose of:\n<ul class=\"wp-block-list\">\n<li>Inspection by DMV or the California Highway Patrol (CHP).<\/li>\n\n\n\n<li>Assignment or verification of a vehicle identification number (VIN).<\/li>\n\n\n\n<li>Inspection of pollution (smog) control devices.<\/li>\n\n\n\n<li>Weighing the vehicle.<\/li>\n\n\n\n<li>Obtaining brake\/light certificates.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>For construction (incomplete vehicle).<\/li>\n\n\n\n<li>By a dealer, distributor, or manufacturer from their place of business to a place where the vehicle will be altered or supplied.<\/li>\n\n\n\n<li>By a dealer, distributor, manufacturer, remanufacturer, or transporter from a vessel, railroad depot, or warehouse to a warehouse or salesroom.<\/li>\n\n\n\n<li>From an impound yard.<\/li>\n<\/ul>\n\n\n\n<p><span role=\"region\" class=\"format-label--note\"><span class=\"format-label__text\">Note<\/span> In general, trailer coaches must be registered at all times. <\/span><\/p>\n\n\n\n<p>The date chosen must be within 60 days from the issue date. It must be entered on the permit by the applicant, or an authorized DMV, CHP, Auto Club, or Business Partner Automation (BPA) agent, and endorsed by the agent.<\/p>\n\n\n\n<p><strong>REG 172 Exclusions<\/strong>\u2014A REG 172 <strong>cannot <\/strong>be issued if:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Fees are due.<\/li>\n\n\n\n<li>The vehicle registration has expired and the required PNO status is not on file. Refer to Chapter 3 for PNO requirements and exemptions.<\/li>\n\n\n\n<li>The vehicle has been impounded and fees are due. However, the REG 172 may be issued after all fees due are paid.<\/li>\n<\/ul>\n\n\n\n<p><strong>Additional Information Regarding REG 172 Permit Usage<\/strong>\u2014A vehicle moved on a REG 172 in conformance with the restrictions previously <strong>does not<\/strong> have to be unladen. <\/p>\n\n\n\n<p><strong>Examples:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A REG 172 may be used to move a boat trailer with a boat stored on it from storage to storage. The permit <strong>cannot <\/strong>be used to move a boat trailer when the boat will be picked up en route from storage to storage. This type of operation requires that the trailer be registered.<\/li>\n\n\n\n<li>A REG 172 used to move an unregistered truck transporting perishable cargo is a violation of the permit restrictions because perishable cargo would not be stored in an unregistered truck.<\/li>\n<\/ul>\n\n\n\n<p><span role=\"region\" class=\"format-label--note\"><span class=\"format-label__text\">Note<\/span> A REG 172 may be used to move a crane under the provisions of the permit. However, movement <strong>to or from<\/strong> a job site <strong>does not<\/strong> constitute storage to storage; a crane must be registered for such movement.<\/span><\/p>\n\n\n\n<p>A REG 172 should be issued only to the owner or an agent acting with the owner\u2019s knowledge and consent. The permit <strong>must be<\/strong> obtained before the vehicle is moved. Substantiating documents are <strong>not <\/strong>necessary. <\/p>\n\n\n\n<p><strong>Lost Permit:<\/strong><\/p>\n\n\n\n<p>When evidence of a permit is required for a registration application <strong>and <\/strong>the permit is lost, <strong>the applicant must<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Complete a <a href=\"https:\/\/www.dmv.ca.gov\/portal\/file\/statement-of-facts-reg-256-pdf\/\">Statement of Facts (REG 256) (PDF)<\/a> form giving the:\n<ul class=\"wp-block-list\">\n<li>Name of the field office that issued the permit.<\/li>\n\n\n\n<li>Approximate date it was issued.<\/li>\n\n\n\n<li>Dates on which movement of the vehicle was authorized.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><strong>The following must be submitted:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The REG 256 attached to the application.<\/li>\n<\/ul>\n\n\n\n<p>Authorized DMV personnel, Auto Club personnel, a Business Partner Automation (BPA) agent, or a CHP agent may issue a REG 172.<\/p>\n\n\n\n<p><strong>The following are procedures to issue a REG 172:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The REG 172 can be issued by verifying the vehicle has a planned nonoperation (PNO) status on record, is exempt from the PNO law or has current registration fees paid on deposit.<\/li>\n\n\n\n<li>The vehicle license number (if any), make, model, year, vehicle identification number (VIN) (if none, write \u201cNONE\u201d), and reason for movement must be completed.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Inform the applicant of the following:\n<ul class=\"wp-block-list\">\n<li>The REG 172 is valid for one day.<\/li>\n\n\n\n<li>They must complete the printed name and address sections and sign the REG 172.<\/li>\n\n\n\n<li>They must enter the date of movement (in ink) of their choice prior to movement of the vehicle.<\/li>\n\n\n\n<li>If the next renewal period or PNO is due within 60 days, fees must be paid before the expiration date.
