Vehicles abated or abandoned under VC \u00a7\u00a722660 or 22669 <strong>cannot <\/strong>be reconstructed or made operable and reregistered unless qualified for Horseless Carriage or Historical Vehicle License Plates pursuant to VC \u00a7\u00a75004 and 22851.3.
