Renewal Fees Already Allocated<\/strong>\u2014Use the following guidelines for accepting or refusing refund requests for fees that have already been allocated:<\/p>\n\n\n

If Renewal Fees Were Paid<\/span><\/strong><\/th>Advise the Applicant<\/th><\/tr><\/thead>
If Renewal Fees Were Paid<\/span>Before the vehicle was sold or transferred to another owner<\/td>Advise the Applicant<\/span>\u2022 A refund is not due because the fees were not collected in error.
\u2022 The vehicle was sold\/transferred as a currently registered vehicle.<\/td><\/tr>
If Renewal Fees Were Paid<\/span>And the vehicle was wrecked, junked, salvaged, or stolen after <\/strong>the registration renewal date

And the vehicle left California\u00a0after\u00a0<\/strong>the registration renewal date<\/td>		Advise the Applicant<\/span>\u2022 A refund is\u00a0not\u00a0<\/strong>due because the fees were\u00a0not\u00a0<\/strong>collected in error.
\u2022 Fees\u00a0are due<\/strong>\u00a0because the vehicle was operated during the registration period for which the fees were paid.<\/td><\/tr>
If Renewal Fees Were Paid<\/span>By the customer in error and the vehicle was not operated\u00a0during\u00a0<\/strong>that entire registration period<\/td>Advise the Applicant<\/span>\u2022 A refund is\u00a0not\u00a0<\/strong>due because the fees were\u00a0not\u00a0<\/strong>collected in error.
\u2022 A Planned Non-Operation Certification (PNO\u2013REG 102) form should have been filed in lieu of paying the renewal fees.<\/td><\/tr>
If Renewal Fees Were Paid<\/span>After\u00a0<\/strong>the vehicle was sold or transferred to another owner
<\/td>		Advise the Applicant<\/span>\u2022 To complete an Application for Refund (ADM 399) form.
\u2022 To submit it to the address shown on the ADM 399 with the registration card, and unused sticker\u00a0or\u00a0<\/strong>a Statement of Facts (REG 256) form explaining what happened to the registration card and sticker.<\/td><\/tr>
If Renewal Fees Were Paid<\/span>And the vehicle was wrecked, junked, salvaged, or stolen\u00a0before\u00a0<\/strong>the renewed registration period<\/td><\/tr>
If Renewal Fees Were Paid<\/span>And the vehicle left California\u00a0before\u00a0<\/strong>the renewed registration period<\/td><\/tr>
If Renewal Fees Were Paid<\/span>On a vehicle owned by a NRM owner who is not<\/strong> subject to the VLF portion of the fees paid<\/td>Advise the Applicant<\/span>To submit the following to the address shown on the ADM 399:
\n\u2022 A completed ADM 399 and<\/strong> Nonresident Military (NRM) Vehicle License Fee Exemption (REG 5045) forms.
\n\u2022 The current registration card.
\nA corrected registration card reflecting the owner\u2019s NRM status will be issued.
\nNOTE:<\/strong> The registration card is not<\/strong> required for requests of VLF paid for a prior registration year.<\/td><\/tr>
If Renewal Fees Were Paid<\/span>Before<\/strong> the effective date of the renewed registration and the owner decides that the vehicle will not be operated during the renewed registration period<\/td>Advise the Applicant<\/span>To submit the following to the address shown on the ADM 399:

\n\u2022 A completed ADM 399 and<\/strong> Planned Non-Operation Certification (REG 102) forms.
\n\u2022 The registration card, and unused sticker or<\/strong> a REG 256 explaining what happened to the registration card and sticker.
\nNOTE:<\/strong> A PNO may be filed for a nonoperated vehicle up to 90 days following the registration expiration date. The PNO filing fee and any penalties due will be deducted from the refund amount.<\/td><\/tr><\/tbody><\/table><\/figure>\n<\/body>\n\n\n
