Dear California Motorist:
I would like to take this opportunity to highlight a few recent changes to the California Vehicle Code.
Safety on our roads remains the state’s top priority. This year, Vehicle Code Section 21760 has been added to require that motor vehicles pass bicyclists at a safe distance of at least three feet or, if that is impossible, to slow to a reasonable and prudent speed. Vehicle Code Section 23124 prohibits drivers less than 18 years of age from using electronic devices to communicate, even with a hands–free feature.
Rules for commercial vehicles have also been revised. Vehicle Code Sections 12505, 12804, 15210, 15250 and 15309 have been amended or added to allow commercial vehicle testing for out–of–state drivers and to require a Class B or C license for the operation of certain buses.
Amendments to Vehicle Code Sections 5205.5 and 21655.5 will continue allowing low emission and zero emission vehicles to operate in High Occupancy Vehicle lanes through the White and Green Clean Air Decal programs.
These are just a few examples of how the California Vehicle Code has been amended to improve the safety, mobility and sustainability of California’s transportation system.
