DMV’s Mission
The DMV promotes traffic safety by identifying and reducing unsafe driving. While a driver license supports personal independence, the DMV must ensure drivers can operate vehicles safely.
Reporting an Unsafe Driver
To report someone who may be unsafe to drive, submit a Request for Driver Reexamination (DS 699) (PDF) or send a signed letter to your local Driver Safety office explaining your concerns. You may request confidentiality. Reports related to medical conditions are confidential under California Vehicle Code §1808.5.

Maintaining Your Driving Independence
Health changes—such as vision issues, dementia, stroke, arthritis, diabetes, neuropathy, or mobility limitations—can affect driving.
Vision Testing
All new and renewing driver license applicants must pass a vision test. Bring your current glasses or contacts. If tested with corrective lenses, a “corrective lenses” restriction will be added to your license.
If you can’t read the eye chart, a vision machine will be used. DMV standards require:
- 20/40 vision with both eyes, or
- 20/40 in one eye and at least 20/70 in the other.
If you fail the screening, you must complete a Report of Vision Examination and may need a driving test. Restrictions like “daylight driving only” may apply depending on your condition and doctor’s input.
Resources for Adapting to Driving Changes
• Occupational Therapists (OTs): Provide driver evaluations, test reaction time, vision, and decision-making, and recommend adaptive equipment (e.g., wide-angle mirrors, seat cushions, hand controls).
• Mature Driver Improvement Courses: Teach defensive driving, traffic laws, and how health factors affect driving.
