Resources
The CA mDL Test Credential Program is a DMV initiative that helps industry partners accelerate product development and enable verification of mDL, digital vehicle title, and other verifiable credentials issued through the CA DMV Wallet. By participating in the program and working collaboratively with DMV, organizations gain access to a testing environment that supports the development of mDL-enabled solutions and helps advance adoption.
How to Enroll
- Submit Program Application: Include a Primary Contact who will manage all communications and responsibilities related to your participation.
- Legal Agreement: Once your application is approved, a Program Agreement is provided. Please review and have it signed by someone with legal signing authority within your organization.
- Tester Enrollment: After the agreement is signed, the Primary Contact will receive instructions for enrolling individual testers (e.g., employees or staff) into the CA DMV test environment.
The showcase reflected on how much the market has evolved since then. Implementers can now demonstrate real‑world deployments and develop working solutions with minimal technical support from the DMV.

Co-Hosting Partner

As co-hosts of the California mDL Showcase, with support from the Digital Center for Innovation, Transformation, and Equity, the California Community Colleges (CCC) shared their experience implementing mobile driver’s license (mDL) technology, from planning and design through deployment and ongoing operations. Presenters highlighted key lessons learned, early outcomes, and future opportunities, offering practical insights for developing secure, user-centered mDL services.
As the first public higher education system in California to deploy mDL verification, CCC enables students to verify their identity using an mDL when enrolling or recovering account credentials. The integration strengthens security, aligns with federal identity assurance standards, and significantly reduces fraud risk and identity verification costs.
