Resources

The CA mDL Test Credential Program is a DMV initiative that helps industry partners accelerate product development and enable verification of mDL, digital vehicle title, and other verifiable credentials issued through the CA DMV Wallet. By participating in the program and working collaboratively with DMV, organizations gain access to a testing environment that supports the development of mDL-enabled solutions and helps advance adoption.

How to Enroll

  1. Submit Program Application: Include a Primary Contact who will manage all communications and responsibilities related to your participation.
  2. Legal Agreement: Once your application is approved, a Program Agreement is provided. Please review and have it signed by someone with legal signing authority within your organization.
  3. Tester Enrollment: After the agreement is signed, the Primary Contact will receive instructions for enrolling individual testers (e.g., employees or staff) into the CA DMV test environment.

This upcoming showcase reflects how much the market has evolved since then. Implementers can now demonstrate real‑world deployments and develop working solutions with minimal technical support from the DMV.

See how the mDL ecosystem is progressing and focused on improving services for Californians and supporting businesses across industries

Co-Hosting Partner

California Community Colleges Chancellor’s Office (CCCCO)

As co-hosts of the CA mDL Showcase, CCCCO brings hands-on experience from design through deployment. They will share lessons learned, early outcomes, and future plans, offering a practical roadmap to build secure, user‑centric mDL-enabled services.

As the first California public entity to have gone live with mDL, students can verify their identity using an mDL when applying to a community college through the CCCApply portal or when recovering their accounts. This integration enhances security, aligns with federal identity assurance standards, and significantly reduces fraud risk and verification costs.
