New Motor Vehicle Board Elects New President and Vice President
Sacramento – The California New Motor Vehicle Board (NMVB) has elected Glenn E. Stevens to a third term as Board President. Stevens has served on the Board for nearly 16 years, during which time he also served as Vice President for two terms. He was first appointed by Governor Gray Davis in March 2000, and was reappointed by subsequent Governors Arnold Schwarzenegger and Edmund G. Brown, Jr. Stevens currently chairs the NMVB Executive Committee and is a member of the Government and Industry Affairs Committee.
Stevens is a private attorney who specializes in real estate and construction issues. He also serves as Vice President and counsel at Nelson Shelton and Associates, a Beverly Hills real estate brokerage firm. Previously, Stevens served as an attorney with the Los Angeles County Alternate Public Defender’s Office from 1986 to 1988, and a Los Angeles County Deputy District Attorney from 1979 to 1986.
Stevens is a member of the Los Angeles County Bar Association, the Beverly Hills Bar Association, the Beverly Hills Board of Realtors, and the National Board of Realtors. He has taught real estate classes to brokers and agents. He also contributes legal updates on the changing laws in the real estate profession.
Stevens earned a Juris Doctorate degree from Southwestern University School of Law and earned a Bachelor of Science degree in Entomology from the University of California, Davis.
Ramon Alvarez C. was unanimously elected as Vice President. Alvarez, a Dealer Member, has served on the NMVB for nine years. Governor Arnold Schwarzenegger first appointed him to the Board in March 2007 and Governor Edmund G. Brown, Jr. reappointed him in April 2014. Alvarez previously served for one term as the Board’s President and two terms as Vice President.
Alvarez is a former member of the Administration Committee, Board Development Committee, Government and Industry Affairs Committee, and served as chair of the Fiscal Committee.
Recognized as a leading Latino entrepreneur in the United States, Alvarez owns Mercury and Jaguar dealerships in Riverside, California. In 2010, he founded an electric car distribution center called the Alvarez Electric Motor Company. The following year, he launched the Spanish language radio show “El Show de Don Ramon,” designed to share valuable information with the Latino community in Houston, Texas on how to buy new and used cars and trucks.
Alvarez is currently a commissioner on the California Access to Justice Commission. He was previously a member of the California Chamber of Commerce Board of Directors, and has served on the boards of the Greater Riverside Chamber of Commerce, Riverside Hispanic Chamber of Commerce, Inland Empire Economic Partnership, Riverside Community Hospital, YMCA, March of Dimes, and Professional Golfers Association (PGA) Advisory Committee.

The New Motor Vehicle Board is a part of the California Department of Motor Vehicles (DMV), and is a quasi-judicial administrative agency with independent authority to resolve disputes between franchised vehicle dealers and manufacturers of new vehicles, which include motorcycles, recreational vehicles, and all-terrain vehicles. The Board also has a Consumer Mediation Services Program to resolve disputes between consumers and new vehicle dealers.
