You need a driving school owner license if you own a driving school that offers motor vehicle instruction in exchange for compensation. A driving school owner license does not authorize you to give instruction.
How to Apply for a Driving School Owner License
To apply for your license, submit the following:
- Application for Occupational License (OL 216).
- Application for Occupational License Personal History Questionnaire, Business Licensing Unit (OL 29B).
- Driving School Insurance Certificate (OL 207).
- Driving School Owner or All-Terrain Vehicle Safety Training Organization Principal Surety Bond (OL 218) or Deposit Agreement and Assignment (OL 25E) and Payee Data Record (STD 204).
- Safety Inspection Report, Vehicle Used for Instruction (OL 221A).
- Safety Inspection Report, Motorcycle Used for Instruction (OL 221M).
- Certificate of Compliance, California Labor Code 3700 (OL 4002).
- Live scan fingerprint and Request for Live Scan Clearance (receipt) (DMV 8016).
- Fingerprint card (ADM 1316) (out-of-state applicants only). Fingerprint cards may be obtained by calling Occupational Licensing (OL) at (916) 229-3126.
- Appointment of Director as Agent for Service of Process (ADM 9050).
- Photographs of the business location (refer to OL photography requirements).
- Statement of Information (SI 550) or Statement of Information LLC (LLC 12) filed with the Secretary of State (corporation, limited liability company, or limited liability partnership owned businesses only).
- Copy of your fictitious name statement.
Once you have completed all mandatory forms and collected all required documents, call your local OL Inspections office to set an appointment to submit your paperwork and fees.
After DMV processes your application, you’ll receive an email instructing you to schedule an inspection of your business location. Once you receive that email, you’ll need to create a DMV online account and select a time slot for an inspection. The email you receive will provide the information you need to get started.

The OL inspector will:
- Inspect the main business office where you conduct business.
- Inspect all books and records pertinent to the business.
Fees
- $150 nonrefundable application fee
- $1 family support program
- $70 for each branch location (if applicable)
- $50 for book of 25 student licenses (if you plan to issue student licenses)

How to Renew a Driving School Owner License
To renew your license, submit the following:
- Driving and Traffic Violator School Owner Renewal Application (OL 45A).
- Safety Inspection Report, Vehicle Used for Instruction (OL 221A).
- Safety Inspection Report, Motorcycle Used for Instruction (OL 221M).
- Driving School Vehicles No Longer Used for Behind-the-Wheel Instruction (OL 206).
- Certificate of Compliance, California Labor Code 3700 (OL 4002).
