AB 60 Driver’s Licenses

AB 60 driver’s licenses (DL) are for individuals who are unable to provide proof of legal presence in the United States (U.S.), but who meet California DMV requirements and are able to provide proof of identity and California residency.

Under AB 60 (Chapter 524: Statutes of 2013), DMV issues a DL to applicants who are unable to provide proof of legal presence in the U.S., but can:

  • Meet all other requirements to get a license.
  • Provide satisfactory proof of identity and California residency.

Use the AB 60 Checklist to determine which documents you will need to provide in order to obtain an AB 60 DL.

To Apply for an AB 60 DL:

  • Complete a Driver’s License or Identification (DL/ID) Card Application.
  • Study for the DL knowledge test (here are some resources to help you prepare).
  • Visit a DMV office (schedule an appointment), where you will:
    • Provide your proof of identity and California residency (learn more about the documents you’ll need).
    • Pay the nonrefundable application fee.
    • Have your thumbprint scanned.
    • Pass a vision exam.
    • Have your photo taken.
    • Pass the knowledge test(s). You are allowed three attempts to pass each of the required knowledge tests. If you fail the same test three times, your application is no longer valid and you will need to reapply. (To allow for sufficient testing time, we don’t administer knowledge tests within 30 minutes of closing.) 
    • Pass a road sign test (if applicable).
  • Take a behind-the-wheel drive test (if applicable). To take your drive test:
    • Schedule a drive test appointment (drive tests are not given without an appointment). You may also call 1-800-777-0133 during the regular business hours to make an appointment.
    • Provide proof of financial responsibility (auto insurance) that meets or exceeds California insurance requirements. 

Applicants under 18 will also need to provide proof that they completed driver education.
