Chapter 21 Special License Plates
21.125 Honorary Consul License Plates (CVC §5006)
Honorary Consuls (U.S. citizens or residents appointed by a foreign jurisdiction) are excluded from the Federal Diplomatic Vehicle Registration Program (Consul Corp), but may be issued Honorary Consul License Plates by DMV. The license plates must remain on a vehicle currently registered to the Honorary Consul or be surrendered to by DMV. The vehicles have a 12/31/XX expiration date and must be renewed annually.
Original Sequential License Plate Application—the following must be submitted:
- A completed Special Recognition License Plate Application (REG 17A) form.
- A photocopy of the consular identification card, in lieu of the certified copy of a Letter of Notification previously issued by U.S. Department of State.
- The registration card in the applicant’s name or the documents required to register the vehicle to the applicant.
- The license plates currently assigned to the vehicle.
- The fees due.
Exchange—Existing personalized license plates may not be exchanged to Honorary Consul License Plates.
Reassignment—Honorary Consul License Plates maybe reassigned to any vehicle registered to Honorary Consul. An additional fee is required for reassignment.
Renewal—An additional fee is required for renewal.
Retention—An additional fee is required for retention.
Transfer of Ownership—The license plate remains with the owner and the transfer is processed as usual. Refer to Chapter 11 for transfer procedures.
