26.015 Refunds on Other Fees

Use the following chart for accepting or refusing refund requests:

If the Fees Were Paid for
Then
Duplicate/replacement certificates/stickers and the originals were subsequently found
A refund is not due. The items were voluntarily requested and issued. Advise the applicant to destroy the original as they were no longer valid.
Use tax (in error or in excess of the amount actually due)
A refund cannot be issued by DMV. Advise the customer to contact the California Department of Tax and Fee Administration (CDTFA) for a refund.
For parking fees to both the parking agency and DMV
A refund cannot be issued by DMV. Advise the customer to contact the parking agency for a refund.
A vehicle reclassed in error or based on the wrong purchase price
• Give the customer an Application for Refund (ADM 399) form and a Statement of Facts (REG 256) form.
• Advise the customer to complete and sign the REG 256 showing the correct price for the vehicle and submit it, the California Certificate of Title, and the ADM 399 to the address shown on the ADM 399. NOTE: Any excess use tax paid as a result of the incorrect price must be requested separately from CDTFA.
